The physical fitness of special security guard in a nuclear power plant is essential to the completion of a given mission, and furthermore an important factor directly related to the level of physical protection of nuclear power plants. But Korea does not have an efficient physical fitness system. So, this research is intended to make policy suggestions necessary for the establishment of the physical fitness management system. We derived six major policies and 18 sub-factors based on review of prior research and relevant legislation. Thereafter, AHP analysis was conducted on policy experts and on-site practitioners to determine the importance of the derived policies and sub-factors. According to the analysis of importance of major policies, establishing a legal system is the most important to introduce a physical fitness management system, followed by changing the perception of physical fitness, preparing finance and expenses, setting up a management and supervision system, creating a physical fitness environment, and establishing an operating system. The analysis of the importance of sub-factors showed that the establishment of administrative rules was the most important factor, followed by securing the operating budget for physical training, establishing the concept and terminology of physical fitness management, Educating the need for physical fitness management and ethics, and creating working conditions for physical fitness. Finally, we hope to strengthen the organic cooperation of NSSC, KINAC, KHNP and the security company, and to establish effective fitness management system through the policies proposed by this study.
