Due to the economic crisis caused by the COVID-19 health crisis, the number of employed people and employment rates have fallen sharply. Furthermore, due to COVID-19, most educational institutions have completely converted regular classes into non-face-to-face remote classes, and tests and evaluations are also conducted online, continuing controversy over learning deficits, quality issues, and discrimination in evaluation. In this situation, the need to obtain a certificate is becoming more important as a device that can objectively verify individual capabilities. Those preparing for employment and turnover are increasingly seeking to use certificates as a means of proving their capabilities, and for companies and institutions seeking employment, as a means of differentiating the specifications of job seekers. Although demand is gradually increasing, it is necessary to verify that the personal information provided by the examinee through a series of processes to apply for the examination and settle the application fee is safely managed. Therefore, the purpose of this study is to identify the status of personal information retention of qualification test operating institutions, analyze the appropriateness of held information objects, separate and manage the retention period according to the purpose of information collection, and propose appropriate guidelines.
