Major government facilities such as government complex have limited access from those persons who are not allowed for the purpose of protecting the facilities and maintaining order. Major government facilities falls under the category of public use objects among those public objects used directly by administrative authorities. Normally, major facilities are designated as important national (security) facilities according to related laws such as United Defense Act and Security Operational Rule and access control is operated in collaboration among related authorities such as police. Currently, at those Major government facilities such as the representative public use objects of government complexes, they are utilizing special guards and registered security guards in accordance with the Security Services Industry Act and Registered Security Guard Act for the operation of access control for the facilities. The exercise of the police authority for public use objects of those major facilities is based on related laws such as the Act on the Performance of Duties by Police Officers and the subject of the police authority performs a variety of prevention and order maintenance operations in relation with the use of the public use objects based on general police authority. The police authority on the public use objects is an action operated based on general police authority which can have violation behaviors subject to administrative punishment and administrative order punishment, and, administrative compulsory execution in relation with the public use object police authority. For the exercise of public object police authority on Major government facilities, it is required to have legislative improvement of establishing and administering separate laws for the management of public objects including details about the management authority such as public use objects police authority.
